Trump offers $5,000 if Republicans win: Thoughts?

U.S. President Donald Trump stated that if Republicans win the midterm elections, he will give every American $5,000.
His remarks have, of course, drawn applause from some and criticism from others -as was to be expected- including those who have questioned the legality of the move, claiming it amounts to vote-buying or bribery.

It is unclear how this money would be distributed; $5,000 is a significant sum at the moment.
